EXPLAIN (ANALYZE, BUFFERS) counts the 8 kB pages each node touched. Pages are a stable cost measure; milliseconds are not.

Run EXPLAIN (ANALYZE, BUFFERS) SELECT count(*) FROM readings, then return the heap's page count (it equals the buffers the seq scan touched).
