Owner bypass
The table owner is exempt from RLS unless the table is FORCEd. owner_r owns customers; count as owner_r with app.country set to DE.

owner_r owns customers and sees every row despite the policy. Make the policy apply to the owner too (FORCE) and count again as owner_r.
